Thank you for posting here.
According to your description, I understand that your RWW and VPN remote
access recurrent disconnect for your dynamic IP address. If I have
misunderstood the problem, please don't hesitate to let me know.
Based on my research, since you have dynamic DNS, we can try to use DDNS
name replace IP address when you run the CEICW. On the client side, ensure
the client uses DDNS name to access RWW and VPN.
I suggest we try the following steps to see if we can resolve this issue:
Step 1: RWW
Please open Server Management console, navigate to 'To Do List' and click
'Connect to the internet' in the right panel. The wizard can help us
configure the networking settings for a SBS server. It's strongly
recommended to use the wizard to configure the SBS server.

This wizard will publish the RWW.
Detailed steps for your reference:
1. On the SBS 2003 Server open the Server Management console. Go to
Standard Management\To Do List.
2. Click the "Connect to the Internet" link.
3. When navigating to the Firewall page, select "Enable firewall" and click
Next (I suppose you have 2 network adapters in SBS 2003).
4. On the "Services Configuration" page, select all the items and then
click Next.
5. On the "Web Services Configuration" page, make sure "Allow access to the
entire Web site from the Internet" is selected. If you select "Allow access
to only the following Web site services from the Internet", make sure all
items are selected. Click Next.
6. On the "Web Server Certificate" page, choose to create a new Web server
certificate and then type the public FQDN that you will use to access RWW
(xxx.dyndns.org).
Important: please input your FQDN, but not IP address.
7. Go through the remaining steps.
After that the wizard will automatically publish the RWW for internet
access and create new server certificate for SSL.
Step 2: VPN
Before test VPN connection, we have to ensure the VPN setting on SBS and XP
client are correct. Go through the following steps:
1. Run Remote Access wizard on SBS
a) On the Small Business Server 2003-based server, click To Do List in the
left pane of the Server Management console.
b) Under Network Tasks, click Configure Remote Access.
c) Click Next, click Enable Remote Access, click to select the VPN Access
check box, and then click Next.
d) Type the fully qualified public domain name (FQDN) of your server, click
Next, and then click Finish.
Important: please input your FQDN, but not IP address.
e) When the wizard is completed, click Close.
2. Go to the client and establish the VPN connection to the SBS Server, you
can refer to this KB article for more information:

Then you can access RWW via https:// xxx.dyndns.org /remote/
Meanwhile, please ensure your DDNS can update with your IP change in time.
You can use nslookup command to test it. If you have problem of this
condition, please connect your DDNS provider.
