Hello Robin,
Thank you for your email.
After analyze your ISA Info and ISA log, I got that: You have 3 network
interfaces on SBS (external, internal, perimeter), however, in ISA Info we
can only find external and internal networks.
In SBS network, we only support one or two interfaces. If the customer has
more than two network interfaces, we will get error when we run CEICW.
We have a workaround for your condition: disable perimeter interface, run
Remote Access wizard and CEICW, then enable perimeter interface. After
these steps, we can enable VPN service on external interface, then you can
test VPN connection from external.
Note: By default, we can create access rule between perimeter network and
internal network, so we no need to setup VPN connection from perimeter
network. Therefore, test VPN connection from perimeter is not a good choice.
For the detail steps:
1. Disable perimeter interface on SBS
2. Run Remote Access wizard and CEICW
a. Run Remote Access wizard
a) On the Small Business Server 2003-based server, click To Do List in the
left pane of the Server Management console.
b) Under Network Tasks, click Configure Remote Access.
c) Click Next, click Enable Remote Access, click to select the VPN Access
check box, and then click Next.
d) Type the fully qualified public domain name (FQDN) of your server, click
Next, and then click Finish.
e) When the wizard is completed, click Close.
b. Run CEICW
You have to rerun the CEICW to make sure your SBS 2003 server have right
network configuration. Go through the follow KB and Rerun CEICW again
carefully.
How to configure Internet access in Windows Small Business Server 2003
http://support.microsoft.com/kb/825763/en-us
3. Enable perimeter interface on SBS
4. Test VPN connection from external:
To bypass the router, I suggest you connect one XP client with SBS external
interface by a switch, modify the XP client IP address to make it at same
subnet with SBS external interface (81.137.105.244).
After doing that, go to the client and establish the VPN connection to the
SBS Server, you can refer to this KB article for more information:

Professional

If the problem persists, please help me gather the ISA info and ISA log
again.
Hope the above information helps. Please feel free to let me know if there
is anything I can do for you.
Have a nice day!
Best regards,
Terence Liu(MSFT)
