According to your post, I understand that you failed to open the
Monitoring, Reporting and Backup page from the Server Management console.
If I am off-base on that, please let me know.
Before we go any further, I would like to know what changes were made
before the issue occurred. Did it work before?
I.Let us refer to the following steps to troubleshoot your issue
1.Based on my research, this issue may occur if Local Service and Network
Service accounts do not have Full Control to the "Temporary ASP.NET Files"
folder.
To resolve this issue, follow these steps:
a.Add Local Service and Network Service account Read & Execute, List Folder
Contents, and Read permissions to
%windir%\Microsoft.NET\Framework\v1.1.4322.
b.Add Local Service and Network Service account Full Control permission to
%windir%\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files.
2.please check if the content of the following folder is there:
C:\inetpub\remote
C:\inetpub\Backup
C:\inetpub\monitoring
3.please check ASP extension. I suggest that we check the following:
a.Open Internet Information Service Manager.
b.Open Web Service Extensions.
c.In the right panel, make sure that "ASP.NET v1 1.4322" is allowed. If
not, right click it and select Allow.
d.Click Start->Run, type "iisreset" (without the quotation marks) and click
OK.
4.please check identity for the application pool. Please change it to run
under Network Service, run "iisreset" and see if this helps. To change the
identity for the application pool, follow these steps:
a. On the SBS server, click Start, click Run, type "inetmgr" and click OK.
b. Expand your server\Application Pools, right-click DefaultAppPool and
click Properties.
c. On the Identity tab, select Network Service on the Predefined accounts
list.
d. Click OK.
e. On the SBS server, click Start, click Run, type "iisreset" and click OK.
5.if issue still occur, apply the following patch to see if it helps.

II.If issue persist, Please mail me the following logs for analysis:
1.IIS Metabase:

a. Install .NET Framework Version 1.1:

b. Install MBExplorer by installing IIS 6 Resource Kit Tools:

B628-ADE629C89499&displaylang=en.
c. Once it is installed, access it from Start, Programs, IIS Resources,
Metabase Explorer.
d. In the left pane, right click 'LM' (under your server computer name) to
choose 'Export to file', and then save it as IIS.mbk.
2.IIS log:
======
a. Open IIS console, right-click 'Default Web Site' and choose
'Properties'. Check 'Enable logging' option. Click 'Properties' button of
logging, in 'Advanced' tab, select ALL logging options. Click 'OK' to close
the dialog boxes.
NOTE: It's VERY important to enable All the logging options.
b. Compress and email me the C:\WINDOWS\system32\LogFiles\W3SVC1
3.Compress the c:\program files\Microsoft Integration\Windows Small
Business Server 2003\Logs folder, email it to me.
Please compress all the files and send to me at v-jaluo@xxxxxxxxxxxxx
