This still doesn't address the issue of the webdav users accounts gaining
user permissions.

all of these accounts are automatically added to the builtin\users group,
this membership is not listed in the member of tab so I can not remove it.

Thanks for posting here.

From the description, I understand the issue is that you have folder
permission issue and user can access their respective folder and also can
access other people's folder, but you hope user can only access their
respective folder under webdav folder. If I am off base, please don't
hesitate to let me know.

In this case, on the webdav folder,you have set the correct permissions,
but in each individual webdav user folder, you should only keep the user
to
get create/modify access to their respective folders.

to do so: set NTFS permission on on all users individual webdav folder,
remove all other entry in security tab of folder,only keep the user own.
separately do it on all users individual webdav folder, then user can only
access their own folder.
