Thanks for posting here.
From the description, I understand the issue is that you can not accesshttp://localhost:8081, but you can access by IP address. If I am off base,
please don't hesitate to let me know.
Let us refer to the following steps to troubleshoot the issue:
go to IIS manager->web sites->sharepoint central administration, right
click sharepoint central administration,click properties,in the web site
tab,make sure ip address is (all unassigned) instead of specific ip
address.click OK,then test again to see if it helps.
If the issue persists, please help me collect the following information for
analysis:
when you access http://localhost:8081, what is the exact error information?
