Hi Andy,
Thanks for posting in our newsgroup.
Since the problem occurred after you cleaned up the boot partition, the
problem may be more complex than expected and is time consuming. Thanks for
your understanding.
Please let me know the following to make the situation more clearly:
1. How did you clean up the disk, did you just use the Disk clean up tool?
2. Did you manually delete any files?
3. Do the programs on the server such as Exchange work well?
4. How did you logon on the server, since you can see only the Windows SBS
2003 logo but never see the logon options?
Please take the following steps to narrow down this issue:
Step 1: Make a clean boot, the problem may be caused by some third party
software.
1. Click Start->Run...->type msconfig and press Enter.
2. Click Services tab and select Hide All Microsoft Services and Disable
All third party Services.
3. Click Startup tab and Disable All startup items.
4. Click OK and choose Restart.
5. After reboot, check whether the problem still occurs.
6. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.
Step 2: Try to logon the Safe Mode, will the same problem occur?
To logon the Safe Mode, please press F8 during boot up.
Step 3: Create a new administrative account and logon, will the same issue
occur?
Step 4: You said after logon, the background is black. This issue occurs if
all the values under the following registry subkey are set to "0 0 0":
HKEY_USERS\.Default\Control Panel\Colors
To resolved this:
First, please export the registry subkey from another Windows Server
2003-based computer
1. Click Start, point to Run, type regedit in the Open box, and then click
OK.
2. Locate the following registry subkey:
HKEY_USERS\.Default\Control Panel\Colors
3. Right-click the Colors registry subkey, and then click Export.
4. In the File name box, type a name for the file.
5. Note the location where you will save the file, and then click Save.
Then mport the registry subkey into the affected computer
1. Click Start, point to Run, type regedit in the Open box, and then click
OK.
2. On the File menu, click Import.
3. Double-click the .reg file that you want to import.
4. Quit Registry Editor, and then restart the computer
You can also construct/copy-paste the following information into a text
file and give it a file name with a .REG extension. Then, double click to
run this file on the SBS server to import registry and overwrite the
corrupt ones.

If the problem still exists, please help me collect the following
informaiton:
1. MPS Report
1) Download MPS report tool from:
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_SETUPPerf.EXE
2) Run the MPSRPT_SETUPPerf.exe on the server box.
3) Wait for 10~15 minutes.
4) Open Windows explorer, navigate to
%SYSTEMROOT%\MPSReports\Setup\Reports\cab\
5) Send the .cab file to me.

<Our SBS 2003 server ran out of hard drive space on the boot partition. We
