Thanks for posting here.
From the description, I understand the issue is that Exchange informationstore fail every minute or two. After try some suggestion, it still do not
work. if I am off base, please don't hesitate to let me know.
In current case, I recommend to uninstall and reinstall the exchange 2003.
please kindly perform the following steps:
We can back up the whole server, try removing Exchange and then
reinstalling it. If the uninstallation also cannot complete, we can try a
manual uninstall of Exchange. To do so:
Action One: Try to remove the Exchange first, and then re-install it:
1. First, please refer to the following document to back up the whole SBS
Server:
Backing Up and Restoring Windows Small Business Server 2003

2. Open the Add or Remove Programs on the SBS Server, select Windows Small
Business Server 2003 and click Change/Remove.
3. Go to Component Selection page, select Exchange Server, and then choose
Remove, and click Next.
4. Then repeat the step 2-3 to re-install the Exchange Server.
Action Two: If the uninstallation also cannot complete, we can try a manual
uninstall of Exchange.

2. Input the SBS 2003 CD2, and then run "setup /install".
3. Choose to 'install' against all the valid listed components in the
pop-up page, and then start the installation.
4. Choose 'Yes' when prompting to overwrite the newer version files.
5. Once the installation is completed, install Exchange 2003 SP1.
6. And then, reinstall SBS 2003 SP1.
