Hosting EXE's on IIS

Hi all,
Am trying to host an EXE for people to download, however keep getting 404's.
Not sure if it's an SBS or IIS issue.
Seen on google if you set permissions to run to NONE it works, however mine
still doesn't.
SBS SP1 no ISA.
