There is a default SBS mail sent explaining sharepoint, etc.
I would like to set something up where policies are sent as well other

There's no way to do this in Exchange itself (it's a FAQ in the Exchange
groups) and I don't think it's possible in SBS either. You could set up a
template message in Outlook and send one yourself, when you set up a new
user (I can't imagine you're adding hundreds of users at a time since you're
using SBS).
