Well for everybody's benefit; Here is the solution if you make this mistake.
I was almost onto the solution and started second guessing everything I was
thinking. I gave up and called Microsoft $245 later:
In IIS go to web extensions and enable .Net 2.0 and everything is fixed.

Too late it's deployed, had a schedule to keep I thought it was a minor

The issue is that the scripted installation of SBS must proceed with
everything in a known state. If updates are applied to the base OS prior
to
completing SBS setup, then all bets are off. What's worse, is that the
number of updates available is constantly growing, so any solution that
might have worked last week, month, year, probably won't work now.
You have to get the updates uninstalled, get things back to where they
would
have been had you not updated. But I don't know if that's even possible,
I'd
not take a chance.
If I were in your shoes, I'd start fresh - honest. It's really, really
important to get a solid installation.

I did run updates prior to completing th SBS setup.
What do I do now; I can not redo the install.

I can open these:
