can't install sql2000

Hello,
I have a problem installing sql2000 on SBS 2003. Everything seems to
be working but when I go to install sql 2000 it says I have to restart
the server first. I have restarted it 5 times but it still says I need
to restart it. Is there perhaps a registry key to reset to allow
installation?
