exchange message send/recieve size limit

Hi

We are having problems setting the send/recieve size limit in exchange.

The global setting is 10mb for send and recieve (in KB)

I think this is the default.


Our ISP for pop and smtp limit is 50mb.

We use pop connector to recieve all mail.

I have checked connector limits and individual user limits and they are turned off. So everyonne should have the global setting of 10mb.

However, i have recieved a file that is 14mb, yet my colleague can't recieve a file which is even 8mb.

what is going on here?
