Can't connect internet through router

This is my first SBS build and so far everything has gone pretty smoothly
except getting my DSL to work with my router.

I'm using two nics with SBS 2003 R2 Standard (no ISA), have Verizon DSL with
a static IP address and a Netgear FVS114 router/firewall. It's for our
small veterinary clinic with only 4 workstations.

If I connect the modem directly (remove the router/firewall) and set up a
direct connection through SBS it works fine. But for some reason when I
connect the router/firewall and try to connect to it using I have a router
with an IP address in the connection wizard I can't get anything. not even
access to the router.

I have things set up the following way:

External Nic -
IP: 192.168.1.10
Subnet: 255.255.255.0
Gateway: 192.168.1.1
DNS: 192.168.16.2
Wins: Blank
Netbios over TCP/IP disabled

Internal Nic:
IP: 192.168.16.2
Subnet: 255.255.255.0
Gateway: Blank
DNS: 192.168.16.2
Wins: 192.168.16.2

When running the connection wizard I put in the primary and alternate DNS
addresses provided by Verizon and 198.168.1.1 as the IP address for the
router. Nothing happens. I can't get internet or router access at the
server.

I have also checked to make sure I have the internal nic ahead of the
external nic in network connections.

My router supports DHCP and UPnP but the router wizard doesn't come up
automatically like it says it should in the Netgear documentation.

I've rebooted everything strating the modem first, then the router and then
the server. Still no luck.

I'm sure I'm missing something fairly simple and would appreciate any
direction you all might be able to give me. Please remember this is my
first time working with SBS so detailed steps would be greatly appreciated.
