More on the mystery!
I have tried to move the folder/file to a different drive, and it will not
allow it. It only allows moving (not copying) on the same volume. When i
move it on the same volume the problems travel with it.
I think it is important so I will mention again that I can change the file
name with no problem, from user machine and from server.

That is not it. I have quotas turned completely off. Here is some more on
the weirdness of this situation.
I am on the server as administrator (SBS2003SP1) and I try and copy the
file locally and it gives me
"Cannot copy <filename>: Access is denied. Make sure the disk is not full
or write-protected and that the file is not currently in use."
I have determined that it is not in use. I took an extreme measure and
rebooted the server in safe mode and I was able to copy and open the file.
This is one of the first problems I have had that I cannot resolve.

Don,

Check to see if they have quotas enabled on the drive of the server. If
so, is the user out of their quota?

To check to see if quotas are enabled.. right click on the drive in
Explorer and select Properties then click on the Quota tab.
