From the description, I understand the issue is that you can not activate
anything via the internet at a workstation with XP pro. If I am off base,
please don't hesitate to let me know.

It is most likely related to ISA 2000 firewall. Let us refer to the
following steps to troubleshoot the issue:

1.go to ISA management, navigate to access policy ->site and content rules,
there are two rules named small business server internet access site and
content rule and small business server all users site and content rule.
Double click them, go to applies to tab, select this rule applies to any
request, click OK.

2. navigate to access policy ->protocol rules, double click small business
internet access protocol rule, go to applies to tab, select this rule
applies to any request, click OK.

3. In ISA management , navigate to server name, right-click server name and
select properties, go to outgoing web requests, uncheck "ask
unauthenticated users for identification", click OK.

4. go to the workstation and perform the activation to see if it helps.

If issue persist, Please do a test in another workstation , so we can
isolate if it is a client side issue.
