I am logged into another laptop as another user. I setup Outlook with that
users account. (I am using this because on her real machine it does the same
thing. This way i can test without interfering.)

In Outlook I open my Outlook folder by -> Tools -> Email Accounts -> Next ->
Change -> More Settings -> Advanced -> Add type my name Ok and there they
are. All of them.

There is a Test folder that I have limited just to me. I can see it, its
contents and its permission saying it is only I have Owner rights, in Her
Outlook!

Make Sense?

Please add some detail as to how the other users are opening your mailbox.
Are they using outlook "open other users folder"? Do they have access to
all folders in your mailbox or just some (inbox,sent, draft, etc )?

kj I checked the permissions on my box against one I know has not been
altered in anyway. The Exchange permissions are identical to mine.

I know better than to mess with those permissions on the server,
especially since they are inherited.

I did try logging off my WinXP Pro workstation and logging back on. I
have another machine with someone's elses account who does not have admin
right. I added my mailbox to its Outlook and...it was like that person
was an admin. I even focused on one email box. Made sure only I had
access - I could read the box, email and the permissions as well.

But you saying they do not have such access out of the box really helped
me. That I did not know.

I found my Outlook's root folder originally had Custom permissions:
Create items, Read items, Create subfolders, Folder Owner and Folder
visible. But I changed it in my test box.

By the way: we also use Public Folders. The permissions work just fine on
them. (I just tested it again.)

Maybe it is something in MY outlook?

Can I say "Yes"? I don't think you've clearly identified where these
permissions have been defined yet, let alone who or what method was used
to set it that way.

Neither product provides such access out of the box. Someone or
something has set it that way. A word of caution; be VERY careful
changing permissions to Exchange mailboxes and inheritance settings.
Remember that permission changes generally require a log out / login to
become effective.

If this is as serious an issue to you as it sounds, then you might be
well advised to call Microsoft Support for a direct resource to help you
find and fix this issue.

In my Exchange server, Exchange Advanced, accounts Administrator,
Domain Admin, Enterprise Admin, Exchange Domain Servers, all have Full
Mailbox Access rights Allowed and Denied and these are Interited, I
can't change them.

I realize in outlook, that permissions are inherited from the root. I
started change those because Default was set to Custom access on all.
But when I give None to Default and Anonymous I can still access them
from a non-admin account. (I gave myself and administrator access. The
account I tried this with is just a user.)

So is this an Exchange issue or Outlook?

It's a mailbox permissions problem. Are you sure it's "anyone" can
open your mailbox?

Did someone remove the 'deny' permissions ( you should have four
deny's set on your mailbox ). You'll need to click on the Advanced
Tab at the bottom to see these.

root permission (Mailbox - My Name) I have set it to none for
everyone but me?

There is more to this permissions than this. In my Exchange Server,
User properties Exchange Advanced, Mailbox rights, Everyone has read
permission, but is Inherited. I can't uncheck it.

So...is the issue with Exchange or Outlook?
