OK, FINALLY found the solution to this problem
Had the SBS2003 SP1 Cds sent, loaded ISA2004 - didn't work
Changed the FTP settings by unchecking Read-only - didn't work
What DID work was to add an excetion rule to the Windows Firewall settings
on the client, and open up port 21 ... plus add a specific entry for
Dreamweaver in ISA 2004 and elevate it to above the standard FTP rules...
Don't know which of these specifically made a difference ... but I managed
to make a connection to our web host after making these adjustments.

just to clarify ... when i open ISA Management console i do not

Firewall
Policy listed. Obviously if it is supposed to be there then
something may

have installed properly.
