I have the same problem but in Step 4 of your instructions I dont have a
"Reinstall" option, the only options I have is:
- None (Installed)
- Maintenance
- Remove

out of office tomorrow. Sorry for the inconvenience.
Based on my experience, this issue can occur if the Server Tools component
is corrupted. To resolve this issue, I suggest you perform the following
steps:
First before the steps below, please perform a full backup to prevent any
sudden issue.
1. On the SBS 2003 server console, open Control Panel and then double click
Add or Remove Programs.
2. Highlight Windows Small Business Server 2003 and click Change/Remove.
3. When the SBS 2003 Integrated Setup wizard appears, click Next till you
see the Component Selection page.
4. Click the area beside Server Tools and choose Reinstall. Expand the
Server Tools node and make sure all sub-items are selected as "Reinstall".
5. Click Next and go through the wizard. When you are prompted to insert
SBS 2003 CDs, please do it.
6. Finish the installation. No matter if you see error messaage, open the
Server Management console. Go to Standard Management\To Do List.
7. Click the "Connect to the Internet" link.
8. Choose the correct connection type and follow the wizard. For more

9. If you have two network adapters, you should see the Firewall page. On
the Firewall page, select "Enable firewall" and click Next. On the
"Services Configuration" page, select all the items and then click Next. On
the "Web Services Configuration" page, you can choose to publish the web
services such as OWA, RWW to the Internet. Click Next.
10. On the "Web Server Certificate" page, choose to create a new Web server
certificate and then type the public FQDN that you will use to access your
web sites, ie. OWA (for example, if your public FQDN that you use to access
the sites is mail.domain.com, you should type mail.domain.com as the new
certificate name). If you already requested a certificate with the name
"mail.domain.com" from a third party CA, you can choose "Use a Web server
certificate from a trusted authority" and then import the certificate.
11. Go through the remaining steps. Check if you can successfully run
CEICW. If the issue still occurs, send the icwlog.txt under folder
%sbsprogramdir%\Support\ to my mailbox at v-chacez@xxxxxxxxxxxxx
