Thank you for what was clearly a lot of effort in your reply.
As it turns out, I decided to try other "wizards" and discovered that the
"Change IP" wizard was also not functioning. This led to an article about the
two SP1's and how the SBS2003 SP1 fixes a problem caused by WS2003 SP1.
I re-installed the SBS2003 SP1 last night and the wizards started working.
Now I am looking for fallout, and still have the problem with RPC over HTTP,
so that's next, then a re-install of Sharepoint.

Step 1:
I'd like confirming CEICW steps with you to ensure there is not problem
about the normal order:
You have to rerun the CEICW to make sure your SBS 2003 server have right
network configuration. Go through the follow KB and Rerun CEICW again
carefully.

Detailed steps for your reference:
a. On the SBS 2003 Server open the Server Management console. Go to
Standard Management\To Do List.
b. Click the "Connect to the Internet" link.
c. When navigating to the Firewall page, select "Enable firewall" and click
Next (I suppose you have 2 network adapters in SBS 2003).
d. On the "Services Configuration" page, select all the items and then
click Next.
e. On the "Web Services Configuration" page, make sure "Allow access to the
entire Web site from the Internet" is selected. If you select "Allow access
to only the following Web site services from the Internet", make sure all
item in the list are selected. Click Next.
f. On the "Web Server Certificate" page, choose to create a new Web server
certificate and then type the public FQDN (your new DNS name) that you will
use to access OWA and OMA (for example, if your public FQDN that you use to
access the sites is mail.xyz.com, you should type mail.xyz.com as the new
certificate name).
g. Go through the remaining steps.
Step 2:
Based on my research, I find the following error in your CEICW log:

This issue occurs if the Registry path for Sharepoint doesn't match the
Companyweb Identifier value in IIS.
To resolve this issue, change the following Sharepoint registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer\Intranet\companywe
bpath
Make the value to match the number listed for the Companyweb Identifier in
IIS.
Note: the value is usual '4'
Then Rerun the CEICW.
Step 3:
From the log, we can see the OWA publish is success, refer to the following
log:

If you still get error when you run CEICW, please kindly help me collect
some information for further investigation:
1. Can you access OWA on SBS via https://localhost/exchange/?
2. Can you access OWA from internal clients via https://SBSname/exchange/?
3. Please capture screenshots on the error messages when you run CEICW and
send the pictures to me at v-terliu@xxxxxxxxxxxxx
4. Do you get CEICW error since you first install this SBS server?
5. Gather MPS report
a. Download MPSrepot_network from
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE
?
b. Run MPSRPT_NETWORK.exe on the server box.
c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.
d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\
e. Send the .cab file directly to my mailbox: v-terliu@xxxxxxxxxxxxx
6. Gather IIS metabase
a. Install .NET Framework Version 1.1:

b. Install MBExplorer by installing IIS 6 Resource Kit Tools:

c. Once it is installed, access it from Start, Programs, IIS Resources,
Metabase Explorer.
d. In the left pane, right click 'LM' (under your server computer name) to
choose 'Export to file', and then save it as SBSIIS.mbk.
e. Compress this mbk file, and send it to me for analysis.
