I guess my question is: what is the difference between the Health Monitor
and the Monitor you site here?

From your description, I know that you want to know how much resource the
Monitoring and Reporting uses when you gather the Performance and Usage
report. If I am off-base, please don¡¯t hesitate to let me know.

The SBS 2003 Monitoring and Reporting can monitor your server performance,
usage, health status and create report. To avoid the huge usage of system
resources, by default, the Server Status Report starts at 6:00 AM every
day, the Server Usage Reporting starts at 6:00 AM weekly. When it runs,
the
impact to system performance is unavoidable. So if you changed the default
schedule time, please reschedule the task to run at a non- business hour
to
reduce the impact.

To do this, please take the following steps:
1. Open Server Management and click Monitoring and Reporting.
2. Click change Server Status Reporting Setting and click Next.
3. Click Server Performance Report and click Edit. On the Schedule tab,
change the Start time and then click OK.
4. Click Server Usage Report and click Edit. On the Schedule tab, change
the Start time and then click OK.
5. Click Close.

Based on my research, we can only get the following information about the
average performance in the report

1. Memory in use: Specifies the average amount of memory used over the
past
24 hours.
2. Free disk space: Specifies the amount of free disk space available in
the most recent sample recorded in the database.
3. Busy disk time: Specifies the average percent of time the disk was busy
over the past 24 hours.
4. CPU use: Specifies the average percent of CPU use over the past 24
hours.

We cannot get any information about resource used when gathering
Performance and Usage information which runs process mssbssr.exe. If you
want to get that information, you have to write a program, but we don¡¯t
provide such kind of service according our newsgroup policy. Thanks for
understanding.

In addition, Performance Monitor of SBS server can help to monitor CPU,
memory usage and so on of the process of Monitoring and Reporting£¬please
contact CSS for more help on how to monitor the process with Performance
Monitor.
