Today I have added the email address of 'jobs@xxxxxxxxxxxxx' to our HR
officers profile and when I test the address by sending a message
from a hotmail account it ends up in my inbox as part of the "catch
all" policy.
Oddly, the exchange server is resolving the jobs@xxxxxxxxxxxxx
address to the correct exchange user name but just not delivering it
to the correct inbox. If I click "reply to all" in Outlook, it adds
both the hotmail address and the internal exchange address to the
mail.
Additionally, if I send a mail from my onsite internal outlook client
to jobs@xxxxxxxxxxxxx, it is successfully resolved to the correct
inbox.
As you can tell, the main problem I am having is using the correct
jargon to describe the problem and being able to search for it
myself, however "Exchange 2003 Multiple SMTP" did not seem to bring
up anything useful

Are you using the POP connector?
As an aside, for something like Jobs, Info, whatnot, I'd set them up as
distribution groups w/the appropriate people as members. That way your HR
person will be able to see to whom the message was sent - if it's just an
alias in his/her mailbox, it will show his/her display name as the
recipient. It's harder to keep track of stuff that way. The other option is
a shared mailbox or mail-enabled public folder.
