Thank you for kind update.
Based on my further research, I suggest we try to create an IP Packet
Filters rule to see if we can resolve this issue.
1. Please open ISA management console, extend Access Policy-> IP Packet
Filters
2. Right click IP Packet Filters, select New->Filter
3. Input the name of the rule, click Next
4. Select Allow packet transmission, click Next
5. Select Custom, click Next
6. In IP protocol, select TCP, in Direction, select Outbound, in Local
port, select All ports, in Remote port, select Fixed port and input 1433
in
the Port number, click Next
7. Click Next twice and finish the wizard.
8. Extend Monitoring->Services, restart the Firewall service.
Then test the issue.
