One problem I can forsee however is sending you the cab file, as I
can't send attachments!! :)

From the description, I understand this issue is that you cannot send mailwhich has attachments, and you receive "The connection was dropped by the
remote host" message. If I am off base, please don't hesitate to let me
know.
First, I appreciate your pre-troubleshooting steps. Based on my research,
I found many similar issues are related to the hardware firewall that in
front of the SBS Server. For example:
1) Cisco pix firewall with the SMTP filtering enable
2) SonicWall firewall
3) This issue may occur if a firewall blocks the binary large object
(BLOB) data following the Microsoft Exchange Server XEXCH50 command. Please
try the steps below to see if it helps:
1. Click Start, click Run, type regedit in the Open box, and then click OK.
2. Locate the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SMTPSVC\XEXCH50
Note If the XEXCH50 registry subkey is not present, create it. To do this,
point to New on the Edit menu, and then click Key. In the New Key #1 box,
type XEXCH50, and then press ENTER.
3. Right-click XEXCH50, point to New, and then click DWORD Value.
4. In the New Value #1 box, type SuppressExternal, and then press ENTER.
5. Right-click SuppressExternal, and then click Modify.
6. In the Value data box, type 1, and then click OK.
7. Quit Registry Editor and restart reboot the server.
Please first check the settings on the hardware firewall, we also can
temporarily change the hardware firewall for testing purpose. In addition,
please understand that if the problem is narrowed down to a Hardware
firewall issue, you may need to also contact the Hardware firewall vendor
for help. Thanks for the understanding.
II. If the issue persists after we double-check the settings on the
hardware firewall, I would like to make sure how you send the outbound
email. Do you configure a smarthost or use DNS? If you are using DNS, I
would like to create an SMTP connector and bypass DNS to see if it helps:
First let's use nslookup to query the remote SMTP server IP address:
1. Click Start, click Run, type cmd in the open box and then press Enter.
2. Type NSlookup and then press Enter.
3. In the > prompt, type "set type=MX" without quotes and then press Enter.
4. Type in the remote domain name to perform the query, such as Verizon.net.
5. Record the IP address.

After that we can create an SMTP connector to force the messages to be
delivered via this connector:
- Open Exchange System Manager.
- Open the SMTP connector properties, click the General tab, and then type
the IP address of the remote SMTP server you get above in the Smart Host
box.
Note: Format the address so that it is enclosed in brackets, for example
"[206.46.230.37]".
- Adjust the cost so that messages will go through this connector.
- Click Address Space, add SMTP address Verizon.net at this window.
- Stop the Microsoft Exchange Server Routing Engine Service and the SMTP
service.
- Restart both services.
- Send test messages to the remote domain.
- Can you send the messages now?

If the problem persists, please help me collect the following information
for further analysis:
1. Have you configure some rules to block the attachment or limit the
attachment size?
2. Did the issue happen on all the other domains or some specific ones?
3. Please save a NDR message as a .msg file and send to my working mailbox

4. MPSReport
Let's increase the Exchange Transport Diagnostic Logging and generate the
MPSReport:
1). Open Exchange System Manager.
2). Expand to the following container:
Administrative Groups-> [Your_AG]-> Server-> [Your_Server_Name]
3). Right click the Your_Server, and then click Properties.
4). Click Diagnostic Logging tab.
5). Highlight MSExchangeTransport and adjust the all the categories logging
level in the right pane to maximum.
6). Reproduce the issue, download and run the setup MPS report tool On the
SBS 2003 server
a. Visit

15706/MPSRPT_Exchange.EXE to download the file.
b. Run the MPSRPT_Exchange.EXE on the server box.
c. Wait for 10~15 minutes.
d. Open Windows explorer, navigate to %SYSTEMROOT%\MPSReports\Exchange\cab
e. Send the .cab file directly to me at v-innjin@xxxxxxxxxxxxx
5. SMTP Log
1). Start Exchange System Manager.
2). Expand "Servers\<Your_ Server_Name>\Protocols\SMTP".
3). Right-click "SMTP Virtual Server", and then click "Properties".
4). On the "General" tab, click to select the "Enable Logging "check box.
5). In the "Active Log Format" list, click" W3C Extended Log File Format".
6). Click "Properties".
7). In the "Log file directory" box, type the path where you want to keep
the log files.
8). Click Advanced tab and check all the options.
9). Reproduce the problem and save the log file.
10). Please email me the SMTP log to my work working email address:

Note: Please tell me the send and receive recipient and the time when the
email sent.
