Sounds like the Outlook clients are setup in "Cached Exchange Mode" mode.
This is what they now call "Offline" when in the old days it was referred to
OST profiles and PST profiles. If it is a workstation then there is no need
to be in cache mode.

I have been a admin of a SBS 2000 I guess for about 5 years and now I have
moved on to SBS 2003. I just have some problems with the new network that
is
really bothering me. We have not changed our internet connection speed
but I
am really noticing a dramatic decrease in speed. I know that our 12
phones
lines are also on our T-1 but that did not seem to interupt us before.
When
there is not any heavy downloading in the office, I can do a bandwidth
test
and get a speed of about 700 and upload about 520. When I downloading
virus
definitions, the download drops to 200 and upload to 100. I also notice
that
Outlook 2003 seems to do alot more than 2000 and XP did. The updating of
inboxes is different. With SBS 2000 using Outlook XP, when I came in on
Monday, my emails where there when I opened Outlook. Now with SBS 2003
and
Outlook 2003 each folder checks for updates and the status bar shows my
folders checking for updates. I have to wait as my emails seem to
download
to the computer. The emails are still on the server because I can login
somewhere else and they download again. This just may be the way things
are.
If anyone has any ideas please let me know.
