From the description, I understand you want to know what roaming profilecontains, and want to know where is the GP manager. If I am off base,
please don't hesitate to let me know.
For you first question, what is restored in a roaming profile?

A user profile is a group of settings and files that defines the
environment that the system loads when a user logs on. It includes all the
user-specific configuration settings, such as program items, screen colors,
network connections, printer connections, mouse settings, and window size
and position.
Roaming profile store twelve folders and files that you can see in My
Computer -> %systemroot% -> Documents and Settings -> yourusername,
including 7 hidden folders, they are:
a). User's documents
b). Cookies.
c). Desktop.
d). Favorites.
e). Start Menu.
f). Application Data.(hidden)
g). My Recent Documents. .(hidden)
h). NetHood. .(hidden)
i). PrintHood. .(hidden)
j). SentTo. .(hidden)
k). Templates. .(hidden)
l). ntuser.dat. (hidden)
In addition, by default, the following folders are kept from uploading to
the profile folder on the central (server) sharing which means when you log
on to a different computer with the roaming profile, the contents in the
following folders will not be updated:
a) Local Settings;
b) Temporary Internet Files;
c) History;
d) Temp;
e) Local Settings\Application Data\Microsoft\Outlook\ (which is the
default path for the Outlook OST files, that mean your users' outlook ost
files will not be included in roaming profile)
Your profile is very large, because you may have a lot of files in your
documents and desktop folder. I understand you have enable my documents
redirection, But just a copy of my documents been redirected to another
place for backup and security reason, you still have your documents in your
roaming profiles.

For your second question, where to find GP manager:

There are two ways to manage your group policy.
The first way is Click Start -> Administrative Tools -> Group Policy
Management to open GP manager. Unfold Forest: yourdomain.local -> Domains
-> yourdomain.local, you can see many Group Policy Object. Right click
Default Group Policy, and click edit¡ to open Group Policy Object Editor,
then you can follow the KB to configure your group policy.
Second way is Click Start -> Server Management, In the Server Management
console, locate to Advanced Management -> Group Policy Management, the rest
steps are just the same as the first way. You can find it yourself.
