I don't believe you can upgrade individual components of SBS, such as
Exchange, ISA, Sharepoint, etcetera. I'll probably be corrected on
this, but my understanding is if you want the latest ISA you would need
to upgrade SBS itself, in this case to R2.

SBS 2003 Premium, SP1. Had some problems with ISA in the past, so I
decided to uninstall it. Everything was fine for six months or so, and
now the client wants to limit company exposure to certain sites and
monitor surfing habits of the employees. So, sounds like a job for
ISA... Went to install ISA 2000 from the CDs and everthing seems
fine..
Ran into an issue with certsvc not starting - uninstalled Certificate
Services. (They do use some smartphones to connect to Exchange). The
certificates that I installed on all their phones expired, so I went to
install more and started running into all kinds of errors and problems.
Researched getting ISA 2004 as part of SBS 2003 SP1. Tried to download
ISA 2004, but can't find it anywhere. I ordered the premium CD for
SP1, which is supposed to include ISA 2004. Today, I get a letter in
the mail that the product I ordered has been discontinued and is no
longer available.
Anyone know where I can get ISA 2004? Should I just skip it and
uninstall ISA 2000 again? The users are getting confused with
switching back and forth to and from the proxy server.
