ActiveSync Stops Working



I have a client whose SBS2K3 SP1 server is experiencing a problem --
or perhaps several interrelated problems.

At rather unpredictable intervals, his employees -- all of whom have
Windows Mobile 5.0 equipped phones -- stop getting mail from the
server.

So far, the work-around is to rerun CEICW and allowing it to rebuild
the firewall but not changing the certificate or email options. After
doing this, an event shows up in the application log announcing that
ActiveSync has been loaded and mail starts getting delivered again.

There is a pattern of POP3 Connector errors in the Application Log.
Event 1036 (error 58) followed by Event 1023 followed by Event 1019.
These appear for more than one recipient.

Also, there is occasionally a series of Event 3033 - usually for the
same user -- which complain about the "heartbeat". The actual text
is:

"The average of the most recent [200] heartbeat intervals used by
clients is less than or equal to [540]. Make sure that your firewall
configuration is set to work correctly with Exchange ActiveSync and
direct push technology. Specifically, make sure that your firewall is
configured so that requests to Exchange ActiveSync do not expire
before they have the opportunity to be processed. For more

I've been unable to make sense of the KB article because it refers to
an ISA configuration issue and this is a SBS2K3 STANDARD EDITION which
has NO ISA.

The workaround I've found is really a band-aid. I don't understand
what's going on here.

Has anyone seen this kind of behavior and found a repair?
