First, I have to confirm which document you follow to perform the migrating
from SBS 2000 to SBS 2003? If you do not go through the following document,
there may be some unexpected issue. We will not support this condition.

Anyway, if the problem persists and you prefer to troubleshoot the problem

From the description, I understand that you are performing the migrating toSBS server 2003. During moving the computer accounts from the SBS 2000 to
the SBS 2003 domain, you encountered ''The RPC Server is unavailable''
error and the accounts cannot be migrated.
The problem was most likely caused by the firewall settings on the Windows
XP computers. The Windows XP SP2 enhanced the Windows integrated firewall
functions. Thus, if you manually enabled the firewall on the Windows XP SP2
computers, the RPC requests from the server to the workstation may be
blocked.
You may try to temporarily disable the firewall on the Windows XP computers
and then perform the migrating.
Open Services console, stop ''Windows Firewall/Internet Connection Sharing
(ICS)'' service.
After doing this, will you be able to perform the computer account
migrating?

troubleshoot the migrating problem:

In addition, I would like to mention that, to use the Windows XP SP2
computers in SBS 2003 environment, you may want to apply the update of
KB872769 so that the firewall settings can be automatically defined by the
Windows group policy:
872769 You cannot configure Windows Firewall settings or Security Center
settings on a Windows XP Service Pack 2-based client computer that is in a
Windows Small Business Server 2003-based network

The following update could also be required:
842933 "The following entry in the [strings] section is too long and has
been truncated" error message when you try to modify or to view GPOs in
Windows Server 2003, Windows XP Professional, or Windows 2000

For the error 67 about net user command, it seems a separate issue, I
suggest you create a new post for getting more quick assistance.
If the issue persists, please kindly help me collect some information for
further investigation:
1. Send the full ADMT log files to me. ADMT creates several log files in
the Logs folder under the ADMT folder on the computer on which the tool is
installed. Please send all these files to me at v-terliu@xxxxxxxxxxxxxx In
addition, let me know the problematic user's name.
2. Please capture a screenshot on the error message and send the picture to
me at v-terliu@xxxxxxxxxxxxx
3. Save the application event log and system event log as evt files on the
problematic machines and send to my mailbox: v-terliu@xxxxxxxxxxxxx
