I MUST be bored, I'm gonna throw a thought at this one.
The thought is that it basically points to an underlying problem which
should be fixed. The operation of server(s) should not be adversely affected
by the absence of workstations, being so affected indicates a problem. What
can the problem be?
and here I'll invite anyone who feels a hunch to chip in. JUST HOW can the
presence/absence of a workstation affect server performance?
It won't surprise anyone if I go off (possibly half cocked) and look
glaringly at Name Resolution. Several aspects and methods of which are
notorious for affecting the performance of AD. In affecting AD performance
they also impact SBS _particularly_ badly because of how busy SBS is.
AD DNS. (Crikey, here goes SG AGAIN!!!!)
but surprisingly, that's all I'm gonna say on the matter. XP and later use
DNS as their primary name resolution mechanism. All members of an AD should
look only to AD aware DNS servers for name resolution. (WHY do I feel like
saying yada... yada...yada...) _-*BUT*-_ I'm assuming you've heard the
sermon, google 'supergumby ad dns' if not.
There's two other resolution mechanisms which have been known to cause
problems. WINS and the 'Browse Master'.
Problems related to DNS and WINS are dealt with in
http://support.microsoft.com/kb/q292822
Name resolution and connectivity issues on a Routing and Remote Access
Server that also runs DNS or WINS.
ONE OF MY FAVOURITE KB'S!!!
You don't need the patches, they're part of all OS's now, but pay attention
to the regedits and other procedures.
I go through 292822 as 'a matter of course' for all servers I touch. As
recently as a few weeks ago I met a new server, applied 292822 and a couple
of minor irritations, seemingly unrelated, stopped.
and then we get to the Browse Master. I found this
http://support.microsoft.com/kb/q188001/
Description of the Microsoft Computer Browser Service
has more information than I believe I need to know about 'master browsers'
but I've gotta point out that I've read about people in this group having to
do something I _never_ have implemented, 'regedit isdomainmaster true' gave
me
http://www.microsoft.com/technet/prodtechnol/windows2000serv/reskit/cnet/cnfi_brs_vcer.mspx?mfr=true
Specifying Browser Computers.
and there's a really 'left field' idea, corruption/malefaction of the HOSTS
file. The hosts file is a fairly significant target for viri/malware.
In a reasonable percentage of cases I'll stumble through 'check your
IPConfig', is DNS functioning? has 292822 been followed? are there any other
problems with name resolution methods? run the 'Change Server IP' wiz and
then run the CEICW again, only to find no good... (SIGH)... but in many
cases these simple steps resolve the issue.

If all the clients are shut down, how do you know that the server slows?

Are you not seeing anything in the event logs?
SBS is used for Exchange 2003, domain controller, two web sites,
and large quantity file storage (close to 1TB worth).
10 clients in domain
When shutting down all clients to give them a break for the holidays,
SBS server slows severely, functions, applications, etc.
Any ideas why?
Thanks in advance!
