If it is please exactly follow it. And I'm not so sure the Susan Bradley's install steps either. I'll give you an article about how to install SQL 2005 WorkGroup Edition on SBS 2003 R2 as an attachment (also you can find it in your Windows Small Business Server 2003 R2 Premium Edition - Premium Technologies Disc 1), please follow it exactly.
The main point you need to verify is that your new installation level needs to be same as your backup installation level. As you have installed R2 and SQL 2005, if you have other components installed in your backup version, and you haven't installed on your new server (e.g. Exchange), you need to install them before restore.
