Thank you for posting here.
According to your description, I understand that you get error "TCP/IP
Services Application encountered a problem and needed to close" on your SBS
server. If I have misunderstood the problem, please don't hesitate to let
me know.
Based on my research, maybe the TCP/IP stack in your SBS server is
corrupted. I suggest we try the following steps to see if we can resolve
this issue:
1. I suggest you use netsh int ip reset command to reset the TCP/IP stack:
Warning: The netsh int ip reset command will reset all IP information,
default gateway information, and DNS server information. Before you restart
the computer after you run this command, you must configure your TCP/IP
settings. Otherwise, you may not be able to connect to the computer
remotely.
Note: I suggest you to backup the server first in order to avoid server
crash.
a. Click Start, and then click Run.
b. In the Open box, type cmd, and then click OK.
c. At the command prompt, type the following command, and then press ENTER:
netsh int ip reset resetlog.txt
NOTE: In the preceding command, "int" is the shortened form of the
interface command.
d. Type exit, and then press ENTER.
e. Restart the SBS, then test this issue.

After resetting the TCP/IP stack, we need to restart SBS server and rerun
the CEICW Wizard.
If this issue persists, please go to step 2:
2. Reinstall TCP/IP on SBS via the following KB page:

Note: I suggest you to backup the server first in order to avoid server
crash.
If the issue persists, please kindly help me collect some information for
further investigation:
1. When you get this error? Please capture a screenshot on the error and
send the picture to me at v-terliu@xxxxxxxxxxxxx
2. What is the edition of your SBS?
3. Save the application event log and system event log as evt files on the
problematic machines and send to my mailbox: v-terliu@xxxxxxxxxxxxx
