I'm glad to hear that things are working correctly for you now.

After you run the CEICW, change the step 5 to:

5. On the "Web Services Configuration" page, make sure "Allow access to the
entire Web site from the Internet" is selected. If you select "Allow access
to only the following Web site services from the Internet", make sure the
"Outlook Web Access" and "Outlook Mobile Access" item are selected. Click
Next.

Then the OMA will publish, you can access the OMA via
https://www.domain.com/oma/.
