HELP! hangs at applying settings

Cannot find anything especifically because of obvious difference in
configuration and applications installed on server. But a methodology would
be helpful from those that have experienced the same.

We know that it could be a process, service, driver or GPO where it hangs.
We would appreciate best practice in the approach to isolating where the
problem is at. We are able to boot to safe mode.

Any input from the community will be gratefully appreciated.

Check out e-mail address in the sig. Again thank you.

Thanks,
