While I appreciate all the help, the original requirement was not met.
My original post stated:
My question is this: Is it possible to have all email sent to the
default
SMTP route even IF the user exists in Exchange so it can be collected
by the
POP3 Connector at a later time?
The client has very specific requirements from a customer, a very large
customer.
Sometimes logically, or efficient come second to the way business needs
to be run (I'm sure many of us have found this), and this is one of
those situations.

The 'objective' that was stated meets that KB article to a tee. The
'method' that the OP stated for doing so wasn't met....but nor was any
reason given for needing it to happen in that way (nor can I logically
think of any reason why it should ever happen in that way).

Ok I'm confused
