I have a user that does not have admin rights on her PC. She must run

What does the VB script do, exactly, and where does it expect her to have
permissions?

You can take a look at FileMon and RegMon (google for 'em) to find out
where this app expects the logged-in user to have write access, and set
the permissions accordingly in the file system & registry.
