Ran into this a while back myself, blog entry on it and how we resolved

To shorten this story and get to the point, here?s what happened:
- Over the weekend one of my tech?s had installed ?Port Reporter? in
a very verbose mode. It just happens that a few other processes were
running that weekend on the system drive and when combined with all
the logs from Port Reporter the system disk had either come very
close or had run out of space.
- It turns out that this can reset your Licenses back to the default
5 users. Who knew?
- A very helpful MVP and I found several references to the fact that
we could just re-register the license DLL to recover the licenses.
This did not work for us but in case you ever need to do it just run
?regsvr32 (your system drive)windowssystem32licdll.dll?
- In our case we had the benefit of the fact that I am extremely anal
and had made a backup of the licenses using the license utility when I
originally installed the licenses. If you are as neurotic, I mean
smart, as I am then you can simply use that utility to restore it and
you?re done.
- On the other hand, if neither of the above options will work for
you then you can attempt to re-enter your license numbers by hand
like newly purchased licenses. Note that if you have changed the
hardware on your server significantly enough since the original
licenses were entered then you may receive an error when validating
the entered licenses. In that instance you would need to ?transfer?
the licenses instead. What a pain huh?
- If you have lost those flimsy pieces of paper called Licenses then
you need to call Microsoft so that they can give you new codes to
enter. Hopefully you have some record of the originals.
Regardless, while it?s not that often that people let their system
drives completely run out of space?it *is* fairly common for machines
to run very low on their windows partition. This is especially true of
OEM installations like from Dell, IBM, etc. where they make the
partitions too small in my opinion. Because of this, this issue has
occured enough to where I was able to track down at least a dozen
examples just with a brief search. Bottom line, another great reason to
make sure your SBS Windows partition has plenty of free room.
