Thank you for posting here.

From your post, I understand that you receive the events 1031 after
rebuilding the SBS 2003 server. If I have misunderstood, just post back to
let me know.

According to your description, I suggest we try the following steps to
narrow down the issue:

Step 1: Go through the follow KB and Rerun CEICW again carefully; it will
redress your SBS condition.

Step 2: refer to antivirus

1. Open the registry, find the following key
[HKLM\System\CurrentControlSet\Services\MSExchangeIS\VirusScan\ScanningThrea
ds]
Modify the value to '5'

2. Exclude the exchange folders from being scanned by Antivirus.

3. Test this issue

Step 3: The problem could be related with IWAM account. Here, I would like
to suggest you try the following steps to see if the problem can be
resolved:

1- Check the account configured in the metabase
Open a command prompt
Go to c:\inetpub\adminscript
Run [cscript adsutil.vbs get w3svc/wamusername"]

2- Verify this account exists either in the local SAM if it is a member or
in the Active Directory if it is a domain controller

3- If the account does not exist, create it and set its password. Make sure
to check "The password never expires"

4- Backup IIS metabase as described in
302573 HOW TO: Back Up and Restore IIS

5- Set the account name in the metabase
Open a command prompt
Go to c:\inetpub\adminscript
Run [cscript adsutil.vbs set w3svc/wamusername "IWAM_account"]

6- Set the password in the metabase if you have changed it
Open a command prompt
Go to c:\inetpub\adminscript
Run [cscript adsutil.vbs set w3svc/WAMUserPass Password (The password
is the one you set in step 3)]

7- Verify the IWAM account is correctly set
Open a command prompt
Go to c:\inetpub\adminscript
Run [cscript adsutil.vbs get w3svc/wamusername]

8- Synchronise IWAM
Open a command prompt
Go to c:\inetpub\adminscript
Run [cscript synciwam.vbs -v] and check the output for any errors

9- Start->Run->iisreset

If the issue persists, please collect the MPS Report for Exchange.

a) Download MPSRPT_Exchange.EXE from the following link:

88b7-f9c79b7306c0&displaylang=en

b) Double-click the executable file to start the report gathering tool, and
then accept the end-user licensing agreement (EULA). Note Please be patient
while MPS Reports collects data. The tool may appear to stop responding
(hang) because it may take from five to 15 minutes to collect the data.

c)> The tool creates a CAB file named "%COMPUTERNAME%_MPSReports_.CAB" in
the %systemroot%\MPSReports\Setup\Reports\Cab folder. The CAB file contains
the reports that the MPS Reporting Tool generated. If the tool does not
create the CAB file, copy all the files in the
%systemroot%\MPSReport\Setup\Reports folder to a compressed (zipped) file.
Note The %systemroot% folder is the folder where you installed the
operating system. By default, this is the C:\WINDOWS folder.

d) Send me the CAB file or the compressed (zipped) file at:
v-asun@xxxxxxxxxxxxxx

| this server is SBS 2003 SP1. only 4 mailboxes. also runs great plains
