That's not exactly a relevant analogy ;-).
This is a common affliction not at all restricted to IT. It manifests itself whenever cost is the first consideration, and too often the only one.
Keeping things in context, in scope organizations that can significantly benefit from SBS will turn over tens - if not hundreds - of thousands of dollars annually. Some even use budgets. That's more common where decisions are made at the board level - non-profits, church groups, etc. - where volunteers often have a significant role. (It's less common in small business). 'Not in the budget' is often incorrectly interpreted as 'there is no money'. But there is indeed money, it just requires re-allocation.
It would be your job, my job, to show how changing the way a small percentage of the existing money is used, to the benefit of the organization. Potentially, very big benefit.
Intangible benefits (the fuzzy part) should always be counted, and particularly where organizations rely on volunteers. It's a simple concept - rather than trying to pound a task through to completion with the inefficient use of an army of volunteers (assuming you can find them); provide the tools to do the work efficiently, from wherever and whenever folks have the time. Not only do you attract the most qualified and professional people (the ones whose time has value), but you also retain them.
It might seem odd that this discussion would take place in a predominantly technical forum, but it's a fact that everything about SBS - a to z, features to cost - fits this scenario like a glove. The way terminal server integrates into the SBS environment, technically - as well as license wise - is also significant.
There's an almost completed SBS case study on this very concept - I'll have to try and remember to post a link when it's released.

Presenting the 'value' of an 'investment' does not mean there is always
money for it in my book. There is great value in my investing in a 5
million dollar house vs. the one I now own. Tremendous upside if I do
my homework right.....now where did I put that extra 3 million I need?
Just because we're talking thousands vs. millions doesn't change the
equation one bit.
