Maybe you should enable Loopback processing mode in order to apply
settings computer-based? Enable User Group Policy loopback processing
mode policy in Computer Configuration|Administrative
Templates|System|Group Policy.
It can also be connected with GPO refresh interval? Maybe refresh
performs earlier than the handle of power settings?
In our particular case we usually implement this function in our
enterprise with Power Management function from Scriptlogic's Desktop
Authority (http://www.scriptlogic.com/products/desktopauthority). It
allows applying settings for specified computer or set of computers. It
also possible to set when the policy should be applied 'per computer'
and when 'per user'. For example, all users from OU Managers have their
power settings applied by computer, but when the 'Supervisor' logs to
domain from the same computer he receives his own unique scheme.
