This is precisely my understanding-how is internal mail being processed by
IMF at all?
I just noticed an IMF Update Rollup in WSUS. Maybe that will fix things back.

Based on my experience, when the external email send to your Exchange
server, an administrator cans two thresholds that determine how IMF handles
email with various SCL rating: a gateway threshold with an associated
action to take on messages above this threshold, and a mailbox store
threshold. If a message has a rating higher than the gateway threshold, IMF
takes the action specified. If the message has a rating below the gateway
threshold, the message is sent to the Exchange mailbox store of the
recipient. At the Exchange mailbox store, if the message has a higher
rating than the mailbox store threshold, the mailbox store delivers the
message to the user's Junk E-mail folder rather than to the Inbox.

However, the SBS alert email message is internal email, so the IMF cannot
filter this kind email. If you want to disable "SBS alert notifications",
please refer to the following steps to implement your request:

1. Server Management -> Monitoring and Reporting

2. Click "Change Alert Notifications" in right pane, click "E-mail
address", and please clear "administrator".

3. If you want to disable "Server Status Report Settings", please click
"Change Server Status Report Settings" in right pane. Also, you can clear
the "E-mail address" content, and then this notification doesn't send to
you.
