Thank you for your posting.
I understand that you would like to disable the Offline Files feature for
all users.
Based on my research, we have a group policy in Windows XP to configure
whether the Offline File Feature is enabled. To disable Offline Files
feature, you can perform the following steps to configure the policy:
1. Click Start, and click Run.
2. Type "gpedit.msc" in the text box, and click OK.
3. Locate the following group policy:
[Computer Configuration\Administrative Templates\Network\Offline
Files\Allow or Disallow use of the Offline Files Feature]
4. Double click this item, and choose "Disabled".
5. Click OK.
6. Restart the computer to test it.
The corresponding registry key for this group policy is:
Registry key: "Software\Policies\Microsoft\Windows\NetCache"
Registry Value: "Enabled"
0: Disabled
1: Enabled
