In the group policy editor
browse to user configuration\administrative template\windows
components\internet Explorer\diable change language settings.
You can enable the policy from there

Does this reliably remove the language bar that appears in the
'taskbar' at the bottom of the screen?
I understood that the setting you mentioned just stops the user from
changing the settings in IE?
