You should be able to do this with the Quarantine feature...

I have not tested this but the documentation shows it's possible. I think the wildcard would be what permissions the user has on their local machine when connecting. They would need sufficient permission to do whatever the script does.
As for browsing, you would need your WINS server (do you even have one) properly assigned in the DHCP scope that the VPN clients pull addresses from. You would also need a significant amount of luck since browsing is so fickle anyways. It might be easier to create an internal webpage that has static links to the resources you want to make available.

Hi all
how can i run scripts for vpn clients connecting to the server?
my clients are not configured on the domain.
also i am not able to browse over the network when connected to the vpn... i can ping the vpn server
