Why not deploy a group policy with a bogus proxy server in IE? I use this
in a TS environment and it works like a charm. While this definitely will
not preclude all Internet access it will prevent surfing through IE.
Persumably you control users abilities to install alternative browsers so
this is a start if you don't want ISA. Cheers.

How can I block Internet access for specific users.
I can set the Workstation in to Manually configured IP and leave out
the gateway!!!
but I was looking for something like a Registry fix! or better.
This is MS SBS2003 STD not premium
