Slow client access to the internet

I have reinstalled twice now and change the Nics.
when the WS is connected to the server using auto IP config the
internet is slow: 5 sec for each link you click on. home page takes 5 secs
My work around is putting a static ip from the router.
Is it the windows firewall in the SBS?
Is it DNS?
Does it normally take a little longer because it has to go through the
internal Nic and then out the external Nic into the router and off to the
cable company?
