Thanks for your update.

To double confirm if SBS Sp1 is properly installed, we can check the
version of the setup.exe file:

Setup.exe located at C:\Program Files\Microsoft Integration\Windows Small
Business Server 2003 is the entrance for the SBS integrated setup. This
file has the most rights to tell what the SBS version is. Please refer to
the following information.

It appears that the SBS SP1 is not correctly installed which should be the
root cause of the problem.

Please understand that the SBS Service Pack 1 is different from the Windows
Server 2003 Service Pack 1. In other words, it contains Windows Server
Service Pack 1. The Service Pack 1 shown in the Computer General tab is
only the Windows Server Service Pack.

Here, I strongly recommend you follow this step-by-step document to
re-apply the SBS SP1
