From your problem description, I understand this issue to be: You got errormessage when running the Remote Access Wizard. If I am off base, please do
not hesitate to let me know.
From the error log, we could know it is a typical error that the SBSservice pack 1 is not installed.
Please understand that the SBS Service Pack 1 is different from the Windows
Server 2003 Service Pack 1. In other words, it contains Windows Server
Service Pack 1. The Service Pack 1 shown in the Computer General tab is
only the Windows Server Service Pack. To check if the SBS service Pack is
installed, please use the following steps.
We can check the registry key to identify the current service pack status.
Please open 'regedit' program, navigate to the following registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer\ServicePackNumber
If the value of the key is '1', the server is at SP1.
So, if your SBS server is not SP1, please download the SBS service pack 1
from the Microsoft website and install it.

For the total installation of the Windows Small Business Service Pack 1,
you may need to install the following 5 package separately
a. Windows Server 2003 Service Pack 1
b. Windows SharePoint Services 2.0 Service Pack 1
c. Exchange Server 2003 Service Pack 1
d. Windows XP SP2 for Client Deployment
e. Windows Small Business Server 2003 Service Pack 1
The file name of the real SBS SP1 is SBS2003-KB885918-SP1-X86-ENU.EXE

However, if your SBS server has already installed the SBS SP1 and the
registry key is '1', that shows the SP1 is correctly installed.
Regarding this issue, it looks that the RRAS wizard failed to create the
CMAK package: sbspackage.exe in the clientapps directory. The problem may
also occur when you manually moved the Clientapps folder to other location.
Generally, if we want to move the C:\ClientAPPS folder to other location,
besides moving the folder, we need to modify the following registry key to
point the new location:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer\clientsetup
I suggest that check the system and make sure that you have configured it
correctly or if you do not want to move it, you can change them back to the
default path:

Restart the computer and check again to see if the issue is fixed.
In addition, on the SBS server, click Start, click Run, type "rrasmgmt.msc"
and click OK, right-click your server and click Disable Routing and Remote
Access.
Re-run the Configure Remote Access Wizard, do you still receive the error?
At last, we may need to reinstall the Client Deployment and the Networking
portions of SBS if the problem cannot be resolved by the above steps.
