Forget about IIS, etc. for the moment.

If you cannot ping the IP address (and yet you *could* ping the IP
before that) then I would focus solely on insuring that you have the IP
address set up and available on the server. Nothing else matters if you
don't have the IP address available.

Insure that:

- The IP address in question is setup on the server NIC with the
proper settings
- Insure that you can ping that IP address *from the server*
- See if you can ping that IP address from a local computer on the
same network as the server (not over the internet or a router)Once that is working *then* you can focus on getting IIS to serve a
website off of that address (which is done by selecting that IP address
in the IIS properties for the new website, if other websites are using
that IP address then you need to set a host header for each website on
that IP address as well, and insure that the same name used in the host
header also exists in the local DNS, and external DNS if you want it
accessible over the internet). If using a dedicated IP address for a
single website that is different than the default IP SBS is using to
serve up its default websites then just select that IP address in the
website properties and setup the name records in DNS that point to that
IP address. Keep in mind that in that case you will need to have true
multiple IP routing on the edge of your network if you want the site to
be accessible over the internet.....as port forwarding, etc. won't do
you any good unless you want to enter specific ports into the website
URL.
