As currently there is no error logged for the failed delivery, it will be
somewhat difficult to find the cause of issue. I would suggest we check
from the following steps.

1. First, let's restart the server and see if there is any change with
this
issue.

2. Please start ''Exchange System Manager'' and expand to Queues under
your
Exchange Server. Please check if there are any messages stuck in the
specific queue.

3. Please register POP3 event sink to see if there is any improvements. To
do so, open Windows Explorer, go to the "C:\Program Files\Microsoft
Windows
Small Business Server\Networking\POP3" folder and double click to run
IMBReg.exe

4. Please check the following folders to see if there is any file stuck
in.

%systemroot%\Program Files\Microsoft Small Business
Server\Networking\POP3\Incoming Mail

%systemroot%\InetPub\mailroot\Pickup

%systemroot%\Program Files\Microsoft Small Business
Server\Networking\POP3\Failed Mail
