New User - No Mailbox

Hi All

I have been using SBS2003 with no problems (well only the usual ones!),
recently I have had problems with new users.
The account is setup on the Domain and the new user can log in however
a mailbox is not created and Outlook kicks him out refusing to open any
folders. I have sent the user an email which does not bounce back but
does not appear anywhere!
I have tried several times to setup new users but each time the same
happens.
Any help would be greatly appreciated.
